MINUTES

GENERAL MEMBERSHIP MEETING

September 7, 2000

President David C. Whipple called the General Membership Meeting of INENA to order at 10:35 A.M. at the Bloomington Public Library, Bloomington, Illinois.

OFFICERS PRESENT:

David C. Whipple (President), Richard Jones (Vice President), Vickie Leibach (Secretary), Michael Midiri (Treasurer), Douglas Edmonds (Region 1, Vice President), Sandy Beitel (Region 3, Vice President), David Tuttle (Region 4, Vice President), Kelly Gieker (Region 5, Vice President), Scott Sylvester (Region 7, Vice President) and Jeff Rodrigues (Region 8, Vice President).

OFFICERS ABSENT: Jerry Bleck (Region 2, Vice President), and Kathy Monken (Region 6, Vice President).

OPENING REMARKS: President Whipple expressed his enjoyment and appreciation in serving as INENA President for the past three years.

APPROVAL OF INENA MINUTES: The motion was made by Richard Gragert and seconded by Bobette Benson to approve the INENA General Membership minutes dated July 13, 2000. The motion passed unanimously.

TREASURER’S REPORT (Mike Midiri): Mike Midiri reported $2,295.72 in the INENA Education Fund; $29,415.98 in the INENA General Fund as of September 6, 2000; and $22,000.00 in Certificates of Deposit. A motion was made by Richard Tuma and second by Harland Hector to approve the treasurer’s report. The motion passed unanimously.

VICE PRESIDENT’S REPORT (Richard Jones): Rick Jones expressed his appreciation to the officers for all their hard work and increased participation in the last three years.

NENA PRESIDENT (NORM FORSHEE): President Forshee reported National NENA investigating a wireless issue referred to as “May-day” calls. The CTIA estimates that within five years 95% of 9-1-1 calls will be wireless. It is imperative to get wireless behind us and move on. NENA PS COMM 2000 will be held on November 5-8, 2000 in Orlando, Florida

SECRETARY’S REPORT (Vickie Leibach): Vickie Leibach reported the INENA election ballots have been mailed.

COMMITTEE REPORTS

TECHNOLOGIES (Richard Jones): No Report

CONFERENCE (Kathy Monken): Gregg Riddle reported for Jerry Bleck that all of the vendor booths had been sold

out and some have been placed on a waiting list. A few program highlights include the Communication Center

Supervisor Course and EMD Continuing Education classes held on Sunday, October 22, 2000. Monday’s keynote speaker will be Keith Matheny on “Overcoming the Impossible”.

Conference registration is also available on the INENA web site.

Norm Forshee reported the NENA Business Alliance would be meeting in Decatur at the Conference. Ron Bloom advised the ENP examination would be held on Saturday, October 21, 2000 in Decatur.

AWARDS (JERRY BLECK): Richard Tuma reported for Jerry Bleck that only one nomination has been received to date. President Whipple appealed to the membership to nominate the number of deserving people in our midst. The nominations can be faxed to Jerry Bleck at 1-630-262-1911.

OTHER REPORTS:

ILLINOIS COMMERCE COMMISSION (Rick Gasparin): Rick Gasparin advised the membership that Administrative Code Part 726 concerning PS/ALI with regard to businesses, was approved. Administrative Code Part 727 concerning PS/ALI with regard to Schools and Not for Profit organizations is still pending approval. The ICC continues to work on a draft of Administrative Code Part 728 regarding wireless 9-1-1.

ILLINOIS TELECOMMUNICATIONS ASSOCIATION (Carol Wagner): Carol Wagner introduced Douglas Dougherty, President of the Illinois Telecommunications Association. The ITA has been working on sending revised language to the ICC regarding Administrative Code Part 727. This language basically defines the responsibilities of the carriers to notify 911-system management when there is an outage of wireless 911 service. The draft rule, with the changes, will be available on the ICC web page. The ITA welcomes any comments from the membership.

LAW ENFORCEMENT TRAINING/STANDARDS BOARD (Mike Moos): Absent

ILLINOIS DEPARTMENT of PUBLIC HEALTH (Debbie Hoover): Absent

OLD BUSINESS

LOCAL NUMBER PORABILITY (Richard Jones): Richard Jones reported on local number of portability in the 618 and 815 area codes. The FCC estimates 3.9 million wireless subscribers within Illinois. Wireless portability will be coming, possibly as soon as 2002.

NEW BUSINESS

WIRELESS 9-1-1: William Gamblin asked the membership if anyone had been experiencing problems with wireless carriers’ non-attendance at meetings. He advised three of the five wireless carriers attended their meeting. Carol Wagner of the ITA encouraged the membership to hold conference calling whenever possible.

Norm Forshee advised National NENA is setting up a National Wireless Committee and encouraged any interested members to volunteer.
