GENERAL MEMBERSHIP MEETING

JANUARY 6, 2000

 

President David C. Whipple called the General Membership Meeting of INENA to order at 10:30 A.M. at the Bloomington Police Department in Bloomington, Illinois.

OFFICERS PRESENT:

David C. Whipple (President), Richard Jones (Vice President),Vickie Leibach (Secretary), Douglas Edmonds (Region 1, Vice President), JerryBleck (Region 2, Vice President), David Tuttle (Region 4, Vice President), KathyMonken (Region 6, Vice President), and Scott Sylvester (Region 7, VicePresident).

OFFICERS ABSENT:

Michael Midiri (Treasurer), Sandy Beitel (Region 3, VicePresident), Kelly Gieker (Region 5, Vice President) and Jeff Rodrigues (Region8, Vice President).

APPROVAL OF INENA MINUTES:

The motion was made by Richard Gragert and seconded by HarlandHector to approve the INENA General Membership minutes dated October 25, 1999.The motion passed unanimously.

PRESIDENT’S REPORT (David Whipple):

 President Whipple advised the wireless legislationpassed and is set to become law on July 1, 2000. The governor will appoint a7-member committee to set the surcharge and formulate a report on 3-1-1.President Whipple would appreciate any letters of recommendation for hisappointment to the committee.

VICE PRESIDENT’S REPORT (Richard Jones):

SECRETARY’S REPORT (Vickie Leibach):

No Report

TREASURER’S REPORT (Mike Midiri):

Vickie Leibach reported the following account balances in Mike Midiri’s absence: INENA General Fund, $13,021.62 and INENA Educational Fund, 206.69.

NENA Regional Vice President (Ron Bonneau):

Ron Bonneau reported Illinois was still number one in membership. National NENA continues to work on the “Report Card to the Nation”. Those in attendance informed of the fiscal planning of National NENA. The NENA Executive Board plans to become more active in site selection for the national conferences. Norm Forshee will be sworn in as NENA President at this year’s National NENA Conference in Salt Lake City. The conference is to be held June 11th to June 15th. A new training course in Best Business Practices is being formulated. The mini-conference will be designed similar to the TDC and will probably take place late in the 3rd quarter of the year. A Critical Issues Forum on the previously discussed HMO issue will be in Los Angeles on February 17th & 18th.

Region 3 (Sandy Beitel) Absent – Asked that a Region 3 meeting at the Ogle County Sheriff’s Department on January 10th at 1:00 P.M. be announced.

COMMITTEE REPORTS

Technologies (Richard Jones): No Report

Conference (Kathy Monken):

Kathy Monken reported that the 1999 INENA-APCO-ICC conferenceattracted 700 attendees. There were 56 exceptional vendor exhibits and 30informative breakout sessions/programs. In all aspects this was the largestconference ever held. She expressed her appreciation to the sponsors, ConferenceCommittee members and
those individual members who worked together to make the conference such a greatsuccess. A special “Thank you” to Tammy Peterson and Gregg Riddle forthe many hours of assistance on their part.

Kathy announced that due to the tremendous growth of theconference, the Executive Boards of APCO and INENA have decided to host the 2001Conference at the Hilton Hotel in Springfield, Illinois. She stated thisaction  was taken after many hours of discussion taking all issues intoconsideration. It was determined that if there was any desire to allow theconference to increase in attendees or the number of vendors, the conferencewould  have to move. Over the last several months the Conference Committeemembers have been investigating what  it would take to move. They also havechecked on several locations around the State and determined that Springfield would be the best choice. By holding the conference in Springfieldwe would be able to house all of  the attendees in one facility. Also theConvention Center is directly across the street from the Hilton. The Convention Center would basically allow for an unlimited number of vendors toattend. The Conference  Committee would appreciate any new ideas orsuggestions. As we are still under contract the 2000 Conference will be held atthe Holiday Inn in Decatur from October 22-25, 2000. Kathy informed everyone itis never too early to make room reservations. President Whipple expressed hisgratitude to Kathy Monken who, over the last 3 or 4  years has made theconference a resounding success.

Awards (Jerry Bleck):

Jerry Bleck stated it was the Award Committee’s pleasure tohave presented the numerous awards this year. Any new suggestions or ideas fornext year should be directed to Jerry Bleck. The INENA Executive Board hasdirected President Whipple to petition National NENA for a lifetime award toHarland Hector.

OTHER REPORTS

Illinois Commerce Commission (Marci Schroll):

Marci Schroll introduced Rick Gasparin as the new 9-1-1Director for the Illinois Commerce Commission. A smooth transition into year2000 is expected. Three workshops were held on the emergency rulemakingfor  PS/ALI, Illinois Administrative Code 726, which applies to privatebusiness switches. The emergency rule was  approved on December 15, 1999.Hearings will take place in the coming year to determine the final rulethrough  the normal rulemaking process. Anyone can file a petition tointervene. President Whipple suggested it might be necessary to have ourattorney deal with our issues at these hearings. John Kelly advised TELCOs tonotify PSAPs of any off premise extensions connecting businesses and residences.The PSAPs should then inform the customers of possible delays in order to reduceliability, at the very least; system management should send them a letter. MarciSchroll advised the wireless 9-1-1 rulemaking will probably being in February.

OLD BUSINESS

Local Number Portability (Richard Jones): Rick Jones reportedthe key issue at the Technical Development Conference in Orlando would benon-traditional access to 9-1-1. Everyone should have an IVR password. Thecompany dealing with these issues is now called New Star. The numbers of systemsaffected are starting to increase in LNP.

WIRELESS 9-1-1: A motion was made by Larry Maddox and secondedby Richard Gragert for the INENA Executive Board to make a recommendation to thegovernor for an appointment to the 9-1-1 Wireless Committee. The motion carriedunanimously.

PROGRAM:

“Pay Telephone Issues” by Robert O’Brien of theIllinois Public Telecommunications Association.

Richard Tuma advised the APCO National Coordination Committeewould be hosting a meeting at the Chicago 9-1-1 Center on Thursday, February 24,2000, regarding the 700 mHz radio frequency availability.

The motion to adjourn was made by Rich Tuma and seconded byMatt Magill. The motion passed unanimously.
