GENERAL MEMBERSHIP MEETING

July 8, 1999

 

The General Membership Meeting of INENA was called to order by Vice PresidentRichard Jones, at 10:31 A.M., at the Bloomington Library in Bloomington, IL.

Officers Present: Richard Jones (Vice President), Michael Midiri, Jr.(Treasurer) Vickie Leibach (Secretary), Douglas Edmonds (Region 1, VicePresident), Jerry Bleck (Region 2, Vice President), Sandy Beitel (Region 3, VicePresident), David Tuttle (Region 4, Vice President), Kathy Monken (Region 6,Vice President), Scott Sylvester (Region 7, Vice President) and Jeff Rodrigues(Region 8, Vice President).

Officers Absent: David C. Whipple (President), and David Thomas(Region 5, Vice President).

Approval of INENA Minutes: The motion for approval of the INENAGeneral Membership minutes dated May 6, 1999 was made by Kathy Monken andseconded by Richard Tuma. The motion passed unanimously.

Approval of INENA Treasurer’s Report: Michael Midiri, Jr., informedthe membership of the following account balances; INENA General Fund -$14,737.09 and the INENA Educational Fund – $7,669.16. Mike Midiri reported$22,000.00 was invested into two Certificate of Deposits on June 29, 1999. OneCD term is for six months and the second CD term is for twelve months. Themotion for approval of the treasurer’s report was made by Richard Tuma andseconded by Richard Gragert. The motion passed unanimously.

Region 3 (Sandy Beitel) Region 3 will be holding a meeting on July 21st at 1:00 PM at the Ogle County Sheriff’s Dept.

Region 6 (Kathy Monken) Region 6 held a meeting on May 19th at theBelleville Area College concerning Wireless issues and Phase 2.

COMMITTEE REPORTS:

Technologies (Richard Jones): Richard Jones advised public safetyagencies in the 630 area code should register with IVR. This area will beginnumber pooling on July 15, 1999. It is important for anyone in a competitiveporting area to register. The number of registered 9-1-1 systems and publicsafety agencies help present evidence on the regional and national level forassistance in future funding and expansion. The following area codes and datesare scheduled for number pooling implementation:

Area Code 312 – August 16, 1999

Area Code 773 – October 1, 1999

Area Code 708 – Sometime after January 1, 2000, when Y2K stabilizes.

Number pooling will begin expanding across the county due to a report thatarea codes could be exhausted in 2006.

Conference Committee (Kathy Monken): Kathy Monken reported theConference dates are set for October 24 – 27, 1999 in Decatur, Illinois.Conference booklets will be mailed out within the next week. It is important toget your hotel reservations in early. Greg Riddle advised there were still acouple of breakout sessions and one larger session open for speakers. Twenty-sixvendors have signed up to this point. Anyone interested in helping with salesshould contact Scott Sylvester, with registration contact Tammy Peterson, andwith security contact Jeff Rrodrigues.

Awards Committee (Jerry Bleck): Jerry Bleck advised awardapplications were included in your minutes. Fax them to him as early as possibleto 630-262-1911.

Historical Committee (Mike Moos): No Report

Nomination Committee (Norm Forshee): Norm Forshee reportednominations for all Illinois NENA positions will be accepted. The Regional VicePresident position in Region 5 is vacant. Vice President Richard Jones openedthe floor for nominations. Norm Forshee asked for any nominations from thefloor. Kelly Gieker of Hancock County was nominated for Region 5. A motion toclose the nominations was made by Richard Tuma and seconded by Richard Gragert.The motion passed unanimously. Norm Forshee advised the current nominations;President – David Whipple, Vice President – Richard Jones, Secretary –Vickie Leibach, Treasurer – Mike Midiri, Region 1 – Douglas Edmonds, Region2 – Jerry Bleck, Region 3 – Sandy Beitel, Region 4 – David Tuttle, Region5 – Kelly Gieker, Region 6 – Kathy Monken, Region 7 – Scott Sylvester,Region 8 – Jeff Rodrigues.

Illinois Commerce Commission (Marci Schroll): Marci Schroll advisedhearings for providing 9-1-1 service in Cass County and Effingham County isscheduled in July. Lake Forrest and the Village of Highwood were granted ordersto modify their original applications. White County and Pulaski County wentonline in May. Next Link petitioned for a call box waiver. A meeting with CMSwas held last month regarding House Bill 1383 to assist in defining CMS’sresponsibilities. GTE and Bell Atlantic merger hearing was held on June 28thand 29th. Their attorneys will be filing briefs on that merger. SPCand Ameritech merger has been reopened for further information. The FCC on thefederal level has approved the merger. Twenty-five systems out of two hundredthree have yet to file their Y2K information. John Hasselbring of the IllinoisCommerce Commission addressed the membership regarding the importance ofcompleting the Y2K audits. A summary of this information is being passed alongto the Governor’s Office. The end of March report reflected a 48% completion.The Illinois Commerce Commission and the Illinois Office of Technology arewilling to assist in Y2K issues. Tom Zimmerman of the Illinois EmergencyManagement Agency advised the membership that they are working with all theprimary emergency agencies to assure 9-1-1 communications are survivable. Withless than six months away, if your equipment has not been inventoried it is timeto start. Mr. Zimmerman informed the membership that they would be monitoringthe effects of Y2K and conducting a table top exercise of recovery on October 1,1999. Should systems sense the potential for a Y2K problem, they should advise their service area. In Washington D.C., they are publishing theirnon-emergency numbers in the case of 9-1-1 trouble. Mr. Hasselbring reported theICC could be switching from the quarterly reports to monthly reports. RichardJones pointed out the 48% completion figure does not, in reality reflect theoverall status for the state. A utility company reported a 70% compliance rateonly taking into account the fact that they had completed an inventory. Hisconcern is over misrepresented facts on 9-1-1 reliability published to thepublic. Mr. Hasselbring advised it is imperative for 9-1-1 systems to knowpoints of contact with their utility companies. Several suggestions were offeredfor modification to the Y2K reporting form.

Illinois Telecommunications Association (Carol Wagner): Carol Wagnerhas contacted Todd Maisch from the Illinois Chamber of Commerce to be a speakerat the Conference to address Senate Bill 149 issues. The ITA will also behosting a breakout session on Basic Course 101 for 9-1-1.

Law Enforcement Standards Board (Mike Moos): No Report

OLD BUSINESS

Local Number Portability (Richard Jones): Richard Jones reported theMidwest Region Steering Committee which led the Nation and Canada on localnumber of portability and setting standards, has asked the industry to submit ageographic portability issue papers at it’s July 22nd meeting. Itis Mr. Jones intent to submit an issue paper stating the 9-1-1 network (such asSS7) should not allow ANI failures. And, if there is a way to do 9-1-1 databaseupdates within a 15-minute time range of dial tone, as the local numberportability database does, geographic portability is possible without harmingenhanced 9-1-1 service.

Part 725 Reopening (Marci Schroll): Marci Schroll advised Part 725reopening has been put on hold until a new director is hired.

NEW BUSINESS

APCO Training (Richard Tuma): Richard Tuma stated APCO is hostingtraining courses in September at the Chicago 9-1-1 center on FCC radio licensingforms and Tony Harrison from Oklahoma will be speaking on bombings andtornadoes. APCO will co-host training courses with a 9-1-1 system or agency.APCO also has a Technical Assistance Program available. Agencies looking fortechnical assistance can apply; a group of volunteers with backgrounds on thematter would be formed to offer assistance. Forms can be obtained from RichardTuma.

PROGRAM: “Wireless 9-1-1, Interpretation of Illinois Wireless9-1-1 Legislation” by Norm Forshee.

ADJOURNMENT: The motion to adjourn was made by Richard Tuma andseconded by Stacy Deporter. The motion passed unanimously and the meetingadjourned at 12:45 P.M.
