MINUTES

GENERAL MEMBERSHIP MEETING

July 13, 2000

 

President David C. Whipple called the General Membership Meeting of INENA to order at 10:40 A.M. at the McLean County Justice Center, Bloomington, Illinois.

OFFICERS PRESENT:

David C. Whipple (President), Vickie Leibach (Secretary), Michael Midiri (Treasurer), Douglas Edmonds (Region 1, Vice President), Jerry Bleck (Region 2, Vice President), Sandy Beitel (Region 3, Vice President), David Tuttle (Region 4, Vice President), Kathy Monken (Region 6, Vice President), Scott Sylvester (Region 7, Vice President) and Jeff Rodrigues (Region 8, Vice President).

OFFICERS ABSENT:

Richard Jones (Vice President), and Kelly Gieker (Region 5, Vice President).

APPROVAL OF INENA MINUTES:

The motion was made by William Gamblin and seconded by Carol Wagner to approve the INENA General Membership minutes dated March 2, 2000. The motion passed unanimously.

TREASURER’S REPORT (Mike Midiri):

Mike Midiri reported $2,505.72 in the INENA Education Fund; $22,208.90 in the INENA General Fund; and $22,000.00 in Certificates of Deposit. Mike Midiri advised he had just received a check in the amount of $2,000.00, which will be deposited in the general fund. A motion was made by Bobette Benson and second by James O’Toole to approve the treasurer’s report. The motion passed unanimously.

VICE PRESIDENT’S REPORT (Richard Jones):

REGIONAL VICE PRESIDENT’S REPORT:

Region 1 (Doug Edmonds) Reported three weeks ago, several PSAP Managers met to work on wireless 9-1-1 implementation. Their projected start up is scheduled for May. Doug encouraged other regional groups in Cook County to work together on this task. Gene Valentine, of Ameritech, has been working with the southern suburbs on wireless 9-1-1 in their region.

Region 2 (Jerry Bleck) Reported Region 2 working on wireless 9-1-1, particularly in the Kane County area. Their projected implementation date is 4th quarter of 2000.

Region 3 (Sandy Beitel) Reported Region 3 working on wireless 9-1-1. The next Region 3 meeting will be on Sunday, August 27th and after the meeting their will be a family cookout.

Region 4 (David Tuttle) No Report

Region 5 (Kelly Gieker) Absent

Region 6 (Kathy Monken) No Report

Region 7 (Scott Sylvester) No Report

Region 8 (Jeff Rodrigues) Reported Chicago turned on Phase 1 wireless 9-1-1 with Cell One. Gregg Riddle asked if there had been any discussion on leaving the *999 signs on the expressways in Chicago. Jeff stated it was their plan to leave the signs in place for citizens to report “road emergencies”.

GENERAL MEMBERSHIP MEETING

CONFERENCE (Kathy Monken):

Kathy Monken reported 12 people have registered for the conference. The Decatur Holiday Inn reports they are full. The following list of alternate conference hotels which are located approximately 10-15 minutes from the conference site, at Interstate 72 and Route 51:

Forty-six vendor booths have been sold with only 19 remaining. The program is set with all the sessions filled.

AWARDS (JERRY BLECK):

Jerry Bleck encouraged the membership to submit awards applications for consideration. The nominations must be faxed to him at 630-262-1911 no later than September 11, 2000. Forms were included within the minutes. Jerry Bleck will try to arrange to have the nomination information posted on the INENA web page.

NOMINATION (Norm Forshee):

Norm Forshee reported to the membership the current slate of candidates nominated for the 2000 election. A motion to open the floor for nominations was made by Gregg Riddle and seconded by Jeff Rodrigues. David Tuttle nominated Marci Schroll for Region 5 Vice President. Norm Forshee asked for any other nominations three times. A motion to close the nominations was made by Gene Valentine and seconded by Bobette Benson. The motion passed unanimously.

OTHER REPORTS:

ILLINOIS COMMERCE COMMISSION (Rick Gasparin):

Rick Gasparin reported that on June 13th JCAR approved a split document on the PS/ALI. Administrative Code 726 applies to businesses and Administrative Code 727 applies to schools, not-for-profit, and governmental entities. Administrative Code 727 has been put on hold pending further investigation by JCAR. The rule pertaining to businesses went into effect July 1st and this information can be obtained from the I.C.C. web site. Large businesses can continue to use their own emergency number until they replace the telephone system. Another compromise in the code involved backup capabilities. Emergency calls are required to go to a secure location at all times. The State of Illinois is proceeding with their implementation for PS/ALI compliance. Rick Gasparin introduced Ron Gurgens from the Department of Central Management Services. Mr. Gurgens has been assigned the task of pulling together the fiscal side of the wireless 9-1-1 surcharge. Mr. Gurgens reported the target date of September or October as the beginning of wireless surcharge collection. Grants will be awarded in a monthly fashion. CMS has drafted rules pertaining to this process and these rules are currently in legal review. The rules will then be submitted to JCAR for approval. Surcharge grant distribution will be by five-digit zip code. Agencies will need to resolve any split zip codes between themselves. Any disagreements will delay distribution of the grants to those agencies. Split zip code areas need to be resolved as soon as possible. 9-1-1 systems need to submit their wireless plans to the I.C.C. for approval prior to receiving grants. Marci Schroll reported 203 9-1-1 systems that have responded with their decision on whether or not to take wireless 9-1-1 calls. Fifty-eight agencies have still not reported their position.

ILLINOIS TELECOMMUNICATIONS ASSOCIATION (Carol Wagner):

Carol Wagner reported Deb Prather of GTE had rejoined the ITA Committee. A network sub-committee has been created. The ITA will be holding a “Basic Course 101 for 9-1-1” at the INENA Conference in Decatur, Illinois. Carol Wagner advised Effingham County’s 9-1-1 system cut on July 12th.

NENA President (Norm Forshee):

Norm Forshee addressed the membership on national issues that affect Illinois. He advised 9-1-1 systems to request Phase 2 wireless from the wireless carriers. This is to prevent some wireless carriers from going to the FCC to try and delay implementation. The National NENA filed with the Commission on IVR. There will be an HMO Manage Care Seminar in Alexandria, Virginia in August. The PSCOMM 2000 will be held in November 5-8, 2000 in Orlando, Florida. Mr. Forshee advised National NENA is reviewing possible by-law changes with regard to the Emergency Number Professional test.

Eric Regnier of Plant Equipment, Inc. announced to the membership the availability of Plant Equipment’s quarterly newsletter. You can sign up to receive the newsletter via their web site @ www.peinc.com.Thanks” to Eric for providing prize giveaways at the meeting.

Bob Currier of SCC introduced Dan Reece, the new Manager of Strategic Relations at SCC.

Gene Valentine of Ameritech reported that Tim Jenkins has left Ameritech for a new position at SCC.

Deb Prather announced that with the completion of the merger between GTE and Bell Atlantic the company’s new name would be Verizon. Two user forums are scheduled. The first on August 9th, in Bloomington and August 10th, at a southern location yet to be named.
