1. Approval of December 11, 1997 meeting minutes.
Approved as written.
2. 1998 Legislation Discussion.
No action has been taken in the legislature yet. The current bill allows for the continuation of the state 20¢ on wireline and the addition of a state wireless tax at 20¢.
Wireless companies are concerned with the conflicts between Washington State ’95 ANI and FCC Phase I. There doesn’t seem to be much support from the Legislature for an increased local wireless tax. There is no regulatory language for wireless in the bill. Currently, the WUTC reviews the recommended E9-1-1 excise tax rate for wireline. The wireless tax rate would be set at parity.
The FCC clarifying order establishes the following changes to 94-102:
1. All wireless 9-1-1 calls will be forwarded even in unactivated phones.
2. If wireless is not TTY compatible, that company must notify subscribers.
Digital TTY requirement suspended until October 1, 1998.
3. Covered SMR is defined as those systems competing with cellular and PCS.
4. Wireless ANI must be a call-back number
5. Phase I and Phase II dates upheld.
3. Report from Wireless Companies.
Airtouch Cellular
has chosen XYPOINT to implement Phase I. In March they will provide 10-digit ANI, pseudo-ANI, and company name to King County.
AT&T Wireless
is testing with Clark county February 19 – March 16. They will provide Phase I service to any county requesting cell site location. There is a new product being tested which will allow a customer to use the same phone within 1500 ft of a base station on a wireline and be automatically switched to a wireless phone when out of the 1500 foot radius.
Blue Mountain Cellular
– no report.
Columbia River Cellular
– no report.
GTE Wireless
has successfully tested with US West in King County. They can provide service to other counties immediately and will charge for database, but not ANI.
Inland Cellular
– no report.
NEXTEL
– no report.
Sprint PCS
– no report.
United States Cellular
– no report.
Western Wireless
is gathering information. Plans to offer Phase I service when they begin offering service the end of 1998.
4. Report from Wireline Companies.
GTE
– Benton and Chelan routers will be in mid-July. Skagit, Island and Snohomish project will be complete the end of this year.
US Wes
t – can provide statewide Phase I through CellTrace, or through interconnection to other service providers. Inter-tandem transfers between GTE and USW routers needs to be tested.
5. Other
If wireless 9-1-1 calls are being sent to the wrong PSAP, counties should contact the wireless company. They will change to the proper PSAP.
No new report on ALI display.
Many members of this Work Group will be attending the NENA Technical Development Conference. It was requested that each attendee write up a short report to share at the next meeting.
