Definition of “cross street”

We are having a discussion on the definition of the phrase “cross street.”

One definition is that if your address is 2001 Duke St., the cross streets are the nearest streets that CROSS the location. For example, the 2000 block of Duke St. is between Ribaut Rd. and Marsh Rd.

The second definition is that a cross street is the nearest major road that leads to the incident location. For example, Duke St. is off of Ribaut Rd. and Boundary St.

Please advise which of the definitions that your agency uses and if all of the agencies that you dispatch for agree with that definition.
