DHS Commercial Equipment Direct Assistance Program (CEDAP) Grants Available

2006 Commercial Equipment Direct Assistance Program (CEDAP)
The U.S. Department of Homeland Security (DHS) announced it is seeking applications for the fiscal year 2006 (FY 2006) Commercial Equipment Direct Assistance Program (CEDAP). The FY 2006 program is slated to give out more than $32 million in equipment to first responders in selected rural and smaller communities who are typically not eligible for funding through the Department’s Urban Areas Security Initiative (UASI) grant program. The application period officially opens August 16, 2006 and will close September 22, 2006.

Eligibility:
Eligible applicants include law enforcement agencies, fire, and other emergency responders who demonstrate in their application that the equipment will be used to improve their ability and capacity to respond to a major critical incident or improve their ability to work with other first responders, to include, for example, plans for sharing of equipment, joint training or use of equipment, joint operational planning, etc.

Equipment Offerings:
CEDAP’s equipment offerings include 34 specific products, many of which may not apply to PSAPs, but available products include the ArcGIS package, COPLINK, radio interoperability equipment and of course the night vision goggles your telecommunicators have been asking for.

As part of the program, ESRI is providing geographic information system (GIS) software and training to eligible first responders. ESRI’s CEDAP GIS software and training package consists of four products: ArcGIS ArcView 9.x, ArcGIS Spatial Analyst extension and two related Virtual Campus training courses. Description:
The Homeland Security Commercial Equipment Direct Assistance Program (CEDAP) is operated by the DHS Preparedness Directorate, Office of Grants and Training (G&T) to assist smaller communities in acquiring and using commercially available equipment to prevent, deter, and respond to terrorist attacks, as identified in state homeland security strategies. This competitive program is a direct assistance program, not a grant program, and G&T will provide the equipment and technical assistance directly to the selected jurisdictions.
