GENERAL MEMBERSHIP MEETING SEPTEMBER 2, 1999
The General Membership Meeting of INENA was called to order by President David Whipple, at 10:41 A.M., at the McLean County Law and Justice Building in Bloomington, IL.
Officers Present: David Whipple (President), Richard Jones (Vice President), Michael Midiri, Jr. (Treasurer) Vickie Leibach (Secretary), Sandy Beitel (Region 3, Vice President), David Tuttle (Region 4, Vice President), Kelly Gieker (Region 5, Vice President), Kathy Monken (Region 6, Vice President), Scott Sylvester (Region 7, Vice President) and Jeff Rodrigues (Region 8, Vice President).
Officers Absent: Douglas Edmonds (Region 1, Vice President), and Jerry Bleck (Region 2, Vice President).
Approval of INENA Minutes: The motion for approval of the INENA General Membership minutes dated July 8, 1999 was made by Richard Gragert and seconded by Sandy Beitel. The motion passed unanimously.
INENA Treasurer’s Report: Michael Midiri, Jr., informed the membership of the following account balances; INENA General Fund – $15,888.89 and the INENA Educational Fund – $7,669.06, including $22,000.00 invested into Certificates of Deposit.
President’s Report (David Whipple): President Whipple reported the Governor exercised an amendatory veto on the wireless legislation. President Whipple attended an Illinois Commerce Commission Workshop on Senate Bill 149. There will be sub-committees formed to assist in the rule making process and our membership’s involvement is imperative. Another issue that has surfaced is regarding an HMO encouraging their policyholders to call an 800 number prior to calling 9-1-1, so a determination as to whether an ambulance is necessary or will be made.
Vice President (Richard Jones): None
NENA Regional Vice President (Ron Bonneau): Ron Bonneau reported National NENA is working on the Wireless Handset Waiver issue, trying to obtain a consensus as to how this issue will be resolved. NENA’s position is to assure uniformity with all wireless telephone handsets. National 9-1-1 Day is September 11th. Several companies are sponsoring events to promote this observance. An article in the USA Today, regarding the HMO issue, prompted a very quick response from the National NENA Office. Press releases, informational E-mails, TV network interviews, and newspaper interviews are some of the pro-active responses taken on this issue from the National NENA office. APCO is also responding with a press release denouncing this policy. We are formulating an EMS alliance to join forces against this project. Rick Jones suggested the membership urge state legislators for laws that forbid HMOs from requiring their customers to call them prior to calling 9-1-1. Ron Bonneau also reported another problem stemming from an ALEC competitive pay phone provider not maintaining databases. Marci Schroll stated public payphones are regulated, however, private payphones are not.
Secretary’s Report: Vickie Leibach informed the membership the INENA election ballots will be mailed out next week and should be returned by October 21, 1999.
Regional Vice President’s Report:
Region 1 (Doug Edmonds) No Report Region 2 (Jerry Bleck) No Report Region 3 (Sandy Beitel) Region 3 will be holding a meeting on July 21st at 1:00 PM at the Ogle County Sheriff’s Dept. Region 4 (David Tuttle) No Report Region 5 (Kelly Gieker) No Report Region 6 (Kathy Monken) No Report Region 7 (Scott Sylvester) No Report Region 8 (Jeff Rodrigues) City of Chicago performed preliminary Phase 1 testing with one wireless vendor to see if ANI information could be passed. The test was a success. The next step is to build database records for testing.
COMMITTEE REPORTS
Technology Committee (Rick Jones): No Report
Legislation Committee (Norm Forshee): No report at this time.
Conference Committee (Kathy Monken): Kathy Monken reported all the vendor booths, rooms and sessions are filled. Greg Riddle advised the APCO training session would be held on Sunday, October 24th . The fee of $95 for this training session is not included in the registration fee. Kathy Monken reminded APCO and INENA Board members to acquire 5 or 6 gifts for giveaways. Scott Sylvester is looking for vendors to sponsor parts of the golf outing. Anyone wishing to help with sales should contact Scott Sylvester, with registration contact Tammy Peterson, and with security contact Jeff Rodrigues.
Records Committee (Doug Edmonds): Absent
Awards Committee (Jerry Bleck): Absent
Historical Committee and Law Enforcement Training/Standards Board (Mike Moos): Mike Moos advised there was a slight delay, due to illness, in obtaining the contract with Bradley University Library. Anyone wishing to donate INENA items of historical value should contact Mike Moos. Grants funded from the National Highway Traffic Safety Administration for EMD courses still available. You should work with your MTUs and EMS systems to submit the proper paperwork.
OTHER REPORTS
Illinois Department of Public Health (Deb Hoover): Deb Hoover advised 60 days notice is needed for EMD classes. Anyone having questions regarding telecommunicator registration can contact Deb Hoover at the Department of Public Health.
Illinois Telephone Association (Carol Wagner): Carol Wagner informed the membership the ITA would be hosting a conference session on Basic Course 101 on 9-1-1, Monday, October 25th. The ITA is also working with the ICC on the rules and regulations for Senate Bill 149. Anyone experiencing problems with ALECs or CLECs or needing information on 9-1-1 phase in can contact the ITA for assistance. A discussion was held regarding number of portability fees on phone bills in areas where the service is not yet available. Carol Wagner will check on this issue. Bob Leefers of GTE advised they have not been assessing surcharge on pay telephones. It is GTE’s intention to go back two years and refund this amount. Consensus of the membership was to reimburse back to each 9-1-1 system’s start up date. Mr. Leefers stated GTE sent out a surcharge report to all systems. Anyone who has not received a GTE report or has an opinion as to the surcharge reimbursement of two years, can contact him at [email protected]. Gene Valentine reported the ITA received permission from the Illinois State Police to have access for LEADS messages. This would be utilized in addition to our normal notification process.
Illinois Commerce Commission (Marci Schroll): Marci Schroll reported to the membership that the status of the 9-1-1 systems in Illinois are posted at the ICC web site. Nineteen counties that have not yet passed 9-1-1 referendums. Thirteen counties are currently working on 9-1-1. There are thirteen 9-1-1 systems that have not responded at all on their Y2K status. Seventy-four systems have not reported their 2nd quarter Y2K information. The Governor’s Office wants monthly reports unless you are at 100% compliance. The ICC held a workshop to formulate the rules and regulations for Senate Bill 149. The next workshop will be October 14, 1999. Three sub-committees are working on this issue. Discussion was held regarding the possibility of issuing an injunction against this law. A motion to contract John Kelly to investigate avenues for legal opposition to this law was made by Norm Forshee and seconded by Mike Midiri. The motion passed unanimously. Marci Schroll advised notices regarding hearings for CLECs reapplying for lockbox waivers would be sent out.
OLD BUSINESS
Local Number of Portability (Rick Jones): Rick Jones filed, on behalf of the Illinois Chapter of NENA, a 17 page comment paper with the FCC regarding Docket No. 99-200 which includes local number portability. These comments included the necessity of a network that does not allow ANI failures and requires ALI information upon turn-on. Approximately sixty telephone companies and forty utility companies also filed comments. Only one, Southwestern Bell, mentioned 9-1-1. The National NENA office filed a 5-page report. Rick Jones then filed “reply comments” to the FCC, with the National NENA office filing “reply comments” which mirrored those filed by INENA. Only one other agency filed 9-1-1 comments, they are from Texas. Within 8 days, APCO and NENA formed a small committee, compiled comments, obtained president’s signatures and filed comments. The only major organization acknowledging our filing of comments was the CTIA. Nomination Committee (Norm Forshee): President Whipple opened the floor for election nominations. Norm Forshee made the final call from the floor, for nominees for the 1999 INENA Officers Election. The question was called three times as stipulated in the INENA by-laws. No additional nominations were made. A motion to close the nominations was made by William Gamblin and seconded by Ron Bonneau. The motion passed unanimously. Installation of Region 5 Vice President (David Whipple): President David Whipple conducted the swearing-in of Kelly Gieker as Region 5 Vice President to fill the unexpired term of Dave Thomas, who had left his 9-1-1 employment. Program: Discussion on Governor’s Amendatory Veto of House Bill 1383 regarding Wireless 9-1-1 by Norm Forshee. Closing Remarks: Greg Riddle reported Nextel charging $0.30 for 9-1-1 services and labeling it as a user fee for customers outside the city of Chicago. Adjournment: The motion to adjourn was made by Kathy Monken and seconded by Scott Sylvester. The motion passed unanimously and the meeting adjourned at 1:12 P.M.
