Deborah Turner, P.H.R, C.T.P.M.   Gina LaRocca, ENP

 
Montgomery County Emergency Communication District   South East Texas Regional Planning Commission

Deborah has more than eight years in Public Safety (9-1-1) and has been the Deputy  Director  for  Montgomery County 9-1-1 since October 1, 2002.  Prior to becoming the Deputy Director for the District she served as the Business/ Operations Manager. 

Deborah represents the District in relations with local and state governing bodies, other organizations, individuals and the public.  She strives to strengthen and promote stronger partnerships within Montgomery County, and with other special districts, local governments, and public safety agencies.  Montgomery County 9-1-1 is one of the few 9-1-1 Districts within Texas to employ Telecommunicators (9-1-1 call-takers).  The District also provides addressing and mapping services for the County.  In 1999, the District built a consolidated communications center, and in 2000 the District deployed Texas’s first all digital PSAP, utilizing an Integrated Services Digital Network (ISDN). 

Deborah’s background includes a BBA from Sam Houston State University with a minor in accounting. She has also accomplished a national certification from the Society of Human Resource Professionals, a state certification for purchasing from the State of Texas, Texas Tech University’s Southwest School of Government Finance, TML’s Public Funds Investment Officer Training, APCO’s Chapter Officer Training and Mentoring training, comprehensive skills in public safety, customer service, administrative planning, business analysis, management training, contract analysis and negotiations, procurement training, line and staff management. 

Deborah is an active member of National Emergency Numbering Association (NENA), Association of Public Communication Officers (APCO), Society for Human Resource Management  (SHRM) and American Records Management Association (ARMA).  She is currently serving on TENA’s Telecommunicator Emergency Response Team (TERT) committee. 

Deborah is very involved in her community and is currently the Director of Children’s Church for Bear Creek Baptist Church.  She is a past board member of Lake Conroe Volunteer Fire Department.

 

 

Gina LaRocca is the Operations Manager for South East Texas Regional Planning Commission (SETRPC) 9-1-1 Emergency Communications.  Her responsibilities include developing policies and procedures for the 9-1-1 program, working with the Commission on State Emergency Communications, serving as the primary liaison between SETRPC and the twelve Public Safety Answering  Point  supervisors  and  the 9-1-1 Advisory Committee, and coordinating TELCO activities in the region.   

Gina has been with 9-1-1 since 1993.  She has a Bachelor’s Degree in Public Relations and a Masters Degree in Government Administration.  In 2001, she was certified as an Emergency Number Professional (ENP) by the National Emergency Number Association.   

As an active TENA member since 1993, Gina has presented programs for both state and national conferences.  She is the current TENA East Region Coordinator, and a charter member of the 9-1-1 Public Educators of Texas. Gina currently serves on the NENA Wireless Public Education Subcommittee.   

Other activities include serving on the Board of Directors for the Southeast Texas Press Club, Chairman of the Jefferson County Seniors and Law Together (SALT) council, and a member of the Orange County SALT council.   Gina is also active in the Sabine Fire Chief’s Association, the Orange and Jefferson County Local Emergency Planning Councils and volunteers for Meals on Wheels.   

Gina, a licensed pilot, enjoys flying, catamaran sailing and indoor rock climbing in her spare time.
