During the busy hour 911 calls are probably being effectivelychoked by the lack of available channels between the cell and theMSC. Flow control (sounds better than choking) is always best bedone at the cell site level. This could be done during the p-ANIassignment phase of the call delivery process. On a percell/sector basis the p-ANI assignment process would note whenthere are more than x number of simultaneous calls and assign ap-ANI that could either route the caller to a recording or toneor go the an alternate answering point.
