ARTICLE 2. FIELD SERVICES AND STANDARDS FOR RECRUITMENT AND TRAINING

13510. Rules of minimum standards; adoption: amendment

(c) For the purpose of raising the level of competence of local publicsafety dispatchers, the commission shall adopt, and may from time to timeamend, rules establishing minimum standards relating to the recruitmentand training of local public safety dispatchers having a primary responsibilityfor providing dispatching services for local law enforcement agencies describedin subdivision (a), which standards shall apply to those cities, counties,cities and counties, and districts receiving state aid pursuant to thischapter. These standards also shall apply to consolidated dispatch centersoperated by an independent public joint powers agency established pursuantto Article 1 (commencing with Section 6500) of Chapter 5 of Division 7of Title 1 of the Government Code when providing dispatch services to thelaw enforcement personnel listed in subdivision (a). those rules shallbe adopted and amended pursuant to Chapter 3.5 (commencing with Section11340) of Part 1 of Division 3 of Title 2 of the Government Code. As usedin this section, “primary responsibility” refers to the performanceof law enforcement dispatching duties for a minimum of 50 percent of thetime worked within a pay period.

1018. Public Safety Dispatcher Programs

(a) The Commission shall establish a Public Safety Dispatcher Programfor the purpose of raising the level of competence of public safety dispatchershaving primary responsibility for providing dispatching services for locallaw enforcement agencies listed in subsection (a) of Penal Code section13510.
